If we believe in a better future, our decisions must not be driven by fear of it, but by confidence in the facts.
I would like to remind you that, even during the complete disruption of supply chains caused by the pandemic, the National Bank of Serbia ensured adequate quantities of foreign cash and actively took measures under its remit, making well-calibrated and fact-based decisions to facilitate predictability for both citizens and businesses.
In accordance with the Law on the National Bank of Serbia, the Law on Banks and other relevant regulations, the National Bank of Serbia continuously supervises banks’ soundness and legality of operations, with the aim of safeguarding financial stability, protecting depositors and ensuring safe and reliable functioning of the banking sector, regardless of ownership structure.
Within its statutory remit, the National Bank of Serbia monitors relevant indicators of banks’ performance and assesses the risks to which they are or may be exposed, in accordance with valid regulations and supervisory evaluation methodology. Data on individual banks made publicly available on our website can be used to assess their operations to the extent that such data can legally be disclosed to the public.
All banks operating in Serbia are required to comply continuously with the prescribed requirements concerning capital, liquidity, risk management and the quality of their operations.
The National Bank of Serbia continuously monitors compliance with these requirements through reports submitted by banks, analysis of other available data and on-site inspections, in accordance with law. Through the analysis of submitted documentation, monitoring of business indicators and risk assessment, the National Bank of Serbia conducts off-site and on-site supervision of all aspects of banks’ operations falling within its exclusive remit under valid regulations.
When irregularities are identified during supervision, the National Bank of Serbia acts in accordance with the law and takes measures within its remit, depending on the nature and significance of the identified irregularities. At the same time, information about specific supervision procedures, their course, the content of individual findings and other data constituting confidential supervisory information cannot be disclosed to the public outside the framework permitted by law. These restrictions do not affect the obligation of the National Bank of Serbia to act in accordance with the law, nor do they mean that supervision is not being carried out. On the contrary.
The National Bank of Serbia remains committed to the principle that matters relating to banking system stability and the operations of individual banks are considered professionally, impartially and on the basis of facts, within its legally established competences. Preserving the stability of the banking system, public confidence and the security of deposits is a permanent priority of the National Bank of Serbia, and regulatory supervision is carried out continuously, in accordance with the law and independently of current public and political circumstances.
This is the same National Bank that has ensured stability over the past 14 years, taking pride in its experienced staff, tried and tested during challenging times, and investing significantly in the future through student internships and by hiring the best students from all faculties.
The stability of the financial system is an important pillar of stability. Responsibility for preserving financial stability lies not only with the National Bank of Serbia but also with all other institutions and individuals who all too easily trumpet unverified suspicions and stir uncertainty.
I would like to remind the public that by spreading unverified and sensationalist claims, we all suffer equal harm, as citizens of the same state.
Governor of the National Bank of Serbia
